The Slovenian Startup Strategy has been adopted
On March 5, 2026, the Government of the Republic of Slovenia adopted the Slovenian Startup Strategy , which sets goals and measures for the development of the startup ecosystem by 2030. The strategy represents a long-term framework for systematic support for innovative startups and strengthening the competitiveness of the Slovenian economy.
Its central goal is to transform the Slovenian economy from a primarily reliable supplier into an innovative and sustainably oriented developer with higher added value, stronger development centers, and a greater role in global value chains.
The strategy highlights several key challenges of the Slovenian startup ecosystem , including:
- unclear definition of startup companies,
- administrative obstacles to starting a business,
- shortage of high-tech talent,
- limited options for rewarding employees,
- low level of venture capital and
- lack of social support for entrepreneurial risk.
To address these challenges, it envisages five strategic initiatives :
- strengthening the support environment for startups and scale-up companies,
- development of the venture capital market with more public-private investments,
- improving employee reward systems,
- attracting global high-tech talent,
- introduction of a new, digitally adapted legal and organizational form for startup companies (the so-called lean company).
By 2030, the strategy envisages a doubling of the number of startups per million inhabitants, a tenfold increase in investments per capita, and at least 25% average annual growth in the sector , while simultaneously preserving the key business and innovation functions of companies in Slovenia in the long term.
