Agenda 2000

The European Commission adopted the development document Agenda 2000, which was an action program of the European Union, the main objectives of which were the reform of the common agricultural policy and regional policy and the establishment of a new financial framework for the years 2000–2006 in view of the then upcoming eastern enlargement of the European Union with the structural funds ERDF, ESF, EAGGF, FIFG. Act on the Promotion of Harmonious Regional Development

The purpose of the PHARE programme, in which Slovenia has participated since 1992, was to modernise the administrative capacity of future members for the effective implementation of European legislation and to support institutions in the field of economic and social cohesion. The programme itself represented an introduction to the use of funds from the Union's structural funds under the conditions of membership. Slovenia received an average of approx. 33.6 million euros in financial assistance per year for the national programme and cross-border cooperation programmes from 1992 to 2002, i.e. approx. 336 million euros.

The ISPA programme, modelled on the Cohesion Fund, was intended to co-finance major projects in the field of environmental protection and transport infrastructure, which were part of the national strategy. Financing was up to 85% of the entire project, 25% had to be provided by the state from the budget. Slovenia obtained approx. 71 million eur from this programme from 2000 to the end of 2002.

The SAPARD programme included projects in the field of agriculture and rural development. The amount of funds eligible was 75% of the project value. Slovenia obtained 19.4 million euros in the period from 2000 to the end of 2002.

Single Programming Document 2004–2006

Based on the National Development Programme of the Republic of Slovenia 2001-2006 (NDP), Slovenia, upon accession to the EU, adopted the Single Programming Document (SPD) of the Republic of Slovenia for the programming period 2004-2006.   • Goal 3
    Assistance for modernising the education, training and employment system, support for human resources development for areas not falling within Objective 1.

Regional Development Strategy
