Public call for co-financing of sustainable mobility measures in the period 2023–2029
The Ministry of the Environment, Climate and Energy has published a Public Call for Proposals worth EUR 49,527,698.93 million for co-financing sustainable mobility measures for the period 2023-2029, which is financed by European cohesion policy funds from the Cohesion Fund, planned within the framework of the European Cohesion Policy Programme for the period 2021-2027 in Slovenia.
The purpose of the public tender is to improve the conditions for sustainable transport modes in daily migrations of the population within and between municipalities and consequently increase the share of routes taken in a sustainable manner in the structure of transport modes (modal split) in municipalities. A higher share of the use of sustainable modes of transport in the structure of daily routes taken by the population will contribute to the reduction of greenhouse gas emissions and air pollutants due to transport and thus to the improvement of the quality of life of the population.
Subject
The subject of the public tender is the allocation of European cohesion policy grants to municipalities to co-finance investments that promote sustainable mobility in municipalities by limiting personal motorized traffic and significantly improving infrastructure for public passenger transport, pedestrians and cyclists.
The public tender will support investments by municipalities that are planned in approved local and/or regional integrated transport strategies that include one or more of the measures listed below:
- Measure 1: comprehensive reconstruction of streets and roads in accordance with the principles of sustainable mobility,
- Measure 2: arrangement of designated areas for public transport,
- Measure 3: Pedestrian infrastructure and
- Measure 4: cycling infrastructure.
Co-financing in the amount of EUR 49,527,698.93 is provided by European cohesion policy funds from the Cohesion Fund, planned within the framework of the European Cohesion Policy Programme for the period 2021-2027 in Slovenia, priority task 5 "Sustainable (trans)regional mobility and connectivity", specific objective RSO 3.2 "Development and strengthening of sustainable, smart and intermodal national, regional and local mobility, resilient to climate change, including better access to the TEN-T network and cross-border mobility"
The indicative amount of European cohesion policy funds available for co-financing operations under this public call for proposals includes:
- Dedicated funds from the Cohesion Fund (CF) – EU part: EUR 42,098,544.09 (85 percent)
- earmarked funds from the Cohesion Fund (CF) – Slovenian participation: EUR 7,429,154.84 (15 percent).
Applicants and beneficiaries
The applicant under this public tender can and must fall into one of the following three categories of applicants:
- a municipality that has developed an integrated transport strategy (hereinafter referred to as: CPS) with a date of adoption before the entry into force of the ZCPN or
- a consortium of municipalities that have developed a regional integrated transport strategy (hereinafter referred to as: RCPS) with a date of adoption before the entry into force of the ZCPN or
- a municipality that has developed and adopted a municipal integrated transport strategy (hereinafter referred to as: OCPS) in accordance with the ZCPN.
Application deadline
The deadlines for submitting applications are as follows:
- the first deadline for submitting applications is September 30, 2025;
- The second deadline for submitting applications is April 30, 2026.
The public tender will be open until the funds are used up or by 30 April 2026 at the latest.
The use of funds under this public tender will be possible in the fiscal years 2025, 2026, 2027, 2028 and 2029, or until the funds are used up.
The Ministry reserves the right to close, amend or cancel the public tender at any time before the completion of the public tender, which it will do by publishing in the Official Gazette of the Republic of Slovenia.
If the funds are spent before the deadline, a special notice on the use of funds will be published on the ministry's website and in the Official Gazette of the Republic of Slovenia .
Submitting an application
The application must be fully completed and submitted electronically on the electronic application form in the eJR application with all forms and attachments, in accordance with the provisions of this public tender, as set out in Chapter 10.2.
