Invitation to submit a bid for the selection of an external mentor for the implementation of mentoring services in the PONI Koroška 2023 project
1. SUBJECT OF THE INVITATION TO SUBMIT A TENDER
The invitation to submit a bid is intended for the selection of an external mentor to provide entrepreneurial mentoring services within the framework of the PONI Koroška 2023 project.
This is a contract for social and other special services, in accordance with Article 97 of the Public Procurement Act (Official Gazette of the Republic of Slovenia, Nos. 91/15, 14/18, 121/21, 10/22, 74/22 – Supreme Court decision, 100/22 – ZNUZSZS, 28/23 and 88/23 – ZOPNN-F, hereinafter referred to as ZJN-3). That is, for contracts covered under CPV code 80590000-6_Mentoring services.
When preparing and implementing the invitation to submit a bid for the selection of external contractors to provide mentoring services, the contracting authority shall take into account the principles of economy, efficiency, effectiveness and transparency.
The purpose of the PONI Koroška 2023 project is to provide entrepreneurial training to people who want to realize their entrepreneurial idea. In the period 2023-2028, 106 potential entrepreneurs will be included in the project.
The program is structured in such a way that during the 4 months of inclusion, participants, in addition to training from internal mentors and external providers, also receive professional assistance from an external mentor.
The main goal of the project is to establish new companies, which will be realized through entrepreneurial training by people with an entrepreneurial idea.
The submission of a bid or registration in the database does not guarantee the mentoring provider/provider direct work in the PONI Koroška 2023 project. The mentoring provider/provider is registered in the database until cancellation or until the end of the project. All unselected bidders who submitted a bid will be notified of the cancellation of the invitation to submit a bid within 30 days of the cancellation of the invitation.
2. CONTENT OF EXTERNAL MENTORING
The mentor will use his/her practical entrepreneurial experience, knowledge and network of acquaintances to introduce entrepreneurship to the participants of the PONI Koroška 2023 project and facilitate their entry into the world of entrepreneurship. The person must therefore have appropriate competencies, experience and references, as he/she will use his/her specific entrepreneurial knowledge to participate in the development of the participants' entrepreneurial ideas and solve more complex substantive issues. It is desirable that the external mentor is an entrepreneur or former entrepreneur, but it is not mandatory.
The work of an external mentor involves guiding participants in the development of business ideas and their personal growth. He is a motivator who encourages participants and supports them when obstacles arise. He helps with networking and establishing contacts with individuals and companies in the business world.
The external mentor works with participants both in groups and individually. Just like internal mentors, he also helps participants set and achieve business goals. He is also a motivator who encourages participants and supports them when obstacles arise. His work is adapted according to the structure of the participants involved.
The task of the external mentor is also to provide a practical presentation of work in one's own company, to present opportunities and obstacles that may arise on an independent entrepreneurial path, and to present and solve various situations that entrepreneurs encounter in their business. Together with the participants, the external mentor also processes individual entrepreneurial topics that interest the participants (communication with business partners, business processes, customer search, negotiation process, etc.). His work is adjusted according to the structure of the participants involved.
It is envisaged that the mentor will provide at least 80 hours of mentoring per group of participants over the 4-month period of their training. This roughly means that they will work with the participants once a week. The stated number of mentoring hours is approximate and may change. The external mentor for the group of participants will be selected by RRA Koroška based on the following criteria: suitability, competence, references, experience, availability at a specific time and the price offered.
Mentoring will take place mostly in the morning at the premises of the RRA Koroška (Meža 10, Dravograd). Mentoring will be group, and if necessary, individual, depending on the needs of the training participants.
3. FORM OF COOPERATION
RRA Koroška will conclude an author's or enterprise contract with the selected mentor, or the cooperation will be regulated through a cooperation contract or a signed order form. The price per hour of mentoring is subject to an individual offer, but may not exceed EUR 75 gross (incl. VAT) per hour.
The contract / order form will specify: the number of hours the mentor will provide, the price, and other elements of the contract.
An external mentor may only perform work through established legal and formal contractual relationships and may issue an invoice or receive payment for his work. He may perform services through his own company, or the company in which he is employed, or he may have another contractual relationship with a consulting company. He may also operate through an author's contract, a company contract or some other form in accordance with applicable labor law.
After each month of work completed, the external mentor submits a monthly report on the work performed for the previous month.
By submitting an application for enrollment, the external mentor accepts the terms of this invitation to submit a bid.
4. APPLICATION:
Applicants should submit their application/offer to the following address: poni@rra-koroska.si. The public invitation is open from the date of publication until cancelled. The first mentoring sessions are expected to begin in early December 2023.
The application should include at least the following information:
- personal data of the applicant/bidder,
- the legal entity within which it operates, or another method of billing for consultancy services,
- contact details (GSM number, email),
- references of the provider and other information that the applicant considers relevant,
- offered gross price (all costs including VAT) for the hour of mentoring provided (which may not exceed €75 gross (including VAT) per hour,
- consent to agree to the terms of the invitation to submit a bid and the processing of personal data (form attached below).
By submitting a bid, applicants confirm that they are aware that the data provided will be collected, stored, processed and used in accordance with legal requirements for the purposes of implementing activities within the PONI Koroška 2023 project. At the same time, they agree that this data will be forwarded to the Ministry of Cohesion and Regional Development (MKRR) for monitoring and reporting purposes within the framework of the public tender.

6. CONDITIONS OF THE INVITATION TO SUBMIT A TENDER AND PROCESSING OF PERSONAL DATA
The submitted offer does not guarantee that interested bidders will be selected as external mentors, nor does it mean that RRA Koroška has any legal or financial obligations towards the bidders, and interested bidders do not have any claims or legal remedies against RRA Koroška based on the submitted application.
RRA Koroška reserves the right to invite experts to submit a bid at its own discretion. By submitting a bid, interested bidders expressly agree to all the terms of this invitation, and allow the processing and use of personal data provided in the bid for the purpose of implementing the activities of the PONI Koroška 2023 project, for which they must sign a consent form (form attached). The interested bidder is criminally and materially liable for the truthfulness and accuracy of the data provided in the bid.
The comprehensive project is being implemented within the framework of the European Cohesion Policy Programme for the period 2021-2027 in Slovenia and can be placed under Priority 1: Innovative knowledge society, Specific objective RSO1.3. Strengthening sustainable growth and competitiveness of SMEs and creating jobs in SMEs, including through productive investments (ERDF).
