The Regional Development Agency for Koroška doo (hereinafter referred to as RRA Koroška) invites interested providers to submit a bid / application for entry into the database of training and education providers (lectures, workshops) as part of the activities that will be implemented during the project Entrepreneurial beyond Challenges - PONI Koroška 2023-28 (hereinafter referred to as PONI Koroška 2023-28).

1. SUBJECT OF THE INVITATION TO SUBMIT A TENDER

The invitation to tender is intended for the selection of external contractors for the implementation of training services (under CPV code 80500000-9_Training services and other appropriate codes for services in the field of education) in the field of entrepreneurial knowledge and skills within the framework of the PONI Koroška 2023-28 project.

The contracting authority RRA Koroška is implementing the public procurement procedure in accordance with paragraph 2 of Article 21 of the Public Procurement Act (Official Gazette of the Republic of Slovenia, Nos. 91/15, 14/18, 121/21, 10/22, 74/22 – Supreme Court decision, 100/22 – ZNUZSZS, 28/23 and 88/23 – ZOPNN-F, hereinafter referred to as ZJN-3) as a public procurement of record, taking into account the 3rd indent 1. a) of paragraph 21 of Article ZJN-3 and paragraph 1 of Article 97 of ZJN-3.

When preparing and implementing the registration procedure and invitation to submit bids for the selection of external contractors to provide training services, the contracting authority shall take into account the principles of economy, efficiency, effectiveness and transparency.

This is a contract for social and other special services, Services in the field of education.

The purpose of the PONI Koroška 2023-28 project is to provide entrepreneurial training to people who want to realize their entrepreneurial idea. In the period 2023 – 2028, 106 potential entrepreneurs will be included in the project.

The project involves providing substantive support activities to provide a group of 10 or 11 participants with a supportive entrepreneurial environment over a period of 4 months in which they can successfully develop and realize their own business ideas.

The program is structured in such a way that during the 4 months of inclusion, participants, in addition to professional assistance from mentors, also receive additional training from external providers. This way, they receive key knowledge in the field of entrepreneurship, which they need when entering the independent entrepreneurial path. At the same time, they develop their business idea, create a business model and business plan, and prepare everything necessary for the realization of the idea on the market.

The main goal of the project is to establish new companies, which will be realized through entrepreneurial training by people with an entrepreneurial idea.

The submission of a bid or registration in the database does not guarantee the provider/trainer direct work in the PONI Koroška 2023-28 project. The provider/trainer is registered in the database until cancellation or until the end of the project. All unselected providers who submitted a bid will be notified of the cancellation of the invitation to submit bids within 30 days of the cancellation of the invitation.

2. EDUCATIONAL COMPLEXES AND IMPLEMENTATION

We are looking for external providers to provide training in the following areas:

  • Basics of entrepreneurship
  • Design and development of business ideas
  • Business modeling
  • Teambuilding with an emphasis on understanding an individual's strengths and weaknesses and on forming and strengthening teams
  • Market research
  • Sales and marketing with an emphasis on digital marketing
  • Integrated graphic design
  • Preparing a business plan
  • Business functions
  • Time management and use of online tools to improve productivity
  • Communication, public speaking and negotiations
  • Basics of accounting, taxes and the financial part of a business plan
  • Procedures for starting a business
  • Employment, entrepreneur obligations and company rules
  • Basics of commercial law
  • Information and communication technology (ICT) and the use of the Internet in business operations
  • Sources of financing for SMEs (micro, small and medium-sized enterprises)
  • Social entrepreneurship as a socially responsible way of thinking for entrepreneurs
  • DNSH (Do No Significant Harm) principles – such as circular economy, sustainable use of raw materials and energy, environmental protection, sustainable mobility
  • S5 – smart specialization strategies, in connection with the development specializations of the region
  • Protection of equal opportunities and human rights

The provider can provide content from several areas, one area or part of an individual area. A more detailed definition of the content taught, the duration of each training course and the timetable are adjusted to the needs and (pre)knowledge of the participants in each group and are agreed with RRA Koroška before implementation. The number of hours of training for each area can vary depending on the needs of the training and ranges from 6 to 20 hours of training (usually in the form of workshops). The stated number of hours applies to participants in one group, and there will be 10 groups with 10 or 11 participants each.

External contractors for the individual listed areas will be selected by RRA Koroška based on the following criteria: suitability, competence, references, experience, availability at a specific time and the price offered.

The training will take place mostly in the morning at the premises of the RRA Koroška (Meža 10, Dravograd) and the lecture hall at the MPIK Ozare (Ozare 19, Slovenj Gradec). The training will be group, and if necessary, individual, depending on the needs of the training participants.

3. FORM OF COOPERATION

RRA Koroška will conclude author's or enterprise contracts with the selected providers, or the cooperation will be regulated through a cooperation contract or a signed order form. The price per hour of training is subject to an individual offer, but may not exceed EUR 65 gross (including VAT) per hour.

The contract/order form will specify: the subject of the training and the number of hours that the training provider will provide, the price, and other elements of the contract.

An external contractor may only perform work through established legal and formal contractual relationships and may issue an invoice or receive payment for his work. He may perform services through his own company, or the company in which he is employed, or he may have another contractual relationship with a consulting company. He may also operate through an author's contract, a company contract or some other form in accordance with applicable labor law.

After completion of the implementation, the contractor submits a report on the work performed and prepared working materials for the participants (PPTX presentation, PDF presentation, any additional materials, etc.) for each group.

By submitting an application for registration, the external contractor accepts the terms of this invitation to submit a bid.

4. APPLICATION:

To apply/bid for the invitation to submit bids, bidders should download the form below (in PDF or WORD format), fill it out completely and send it to poni@rra-koroska.si.
The first training courses are expected to begin in early December 2023.

Bidders should also send the completed consent form below to agree to the terms of the invitation to submit a bid and to the processing of personal data to the same address:

The application will show the following information:

  • personal data of the applicant/bidder,
  • the legal entity within which it operates, or another method of accounting for the provision of training,
  • contact details (telephone, email),
  • subject of the application (lots for which the applicant submits the application),
  • references of the provider and other information that the applicant considers relevant,
  • offered gross price (all costs including VAT) for an hour of training (which may not exceed €65 gross (including VAT) per hour).

By completing the form and submitting the offer, applicants confirm that they are aware that the data provided will be collected, stored, processed and used in accordance with legal requirements for the implementation of activities within the PONI Koroška 2023-28 project. At the same time, they agree that this data will be forwarded to the Ministry of Cohesion and Regional Development (MKRR) for monitoring and reporting purposes within the framework of the public tender.

6. CONDITIONS OF THE INVITATION TO SUBMIT A TENDER AND PROCESSING OF PERSONAL DATA

The submitted offer does not guarantee that interested bidders will be selected as external contractors, nor does it mean that RRA Koroška has any legal or financial obligations towards the bidders, and interested bidders do not have any claims or legal remedies against RRA Koroška based on the submitted offer.

RRA Koroška reserves the right to invite experts to submit a bid at its own discretion. By submitting a bid, interested bidders expressly agree to all the terms of this invitation, and allow the processing and use of personal data provided in the application for the purpose of implementing the activities of the PONI Koroška 2023-28 project, for which they must sign a consent form (form attached above). The interested bidder is criminally and materially liable for the truthfulness and accuracy of the data provided in the bid.

The comprehensive project is being implemented within the framework of the European Cohesion Policy Programme for the period 2021-2027 in Slovenia and can be placed under Priority 1: Innovative knowledge society, Specific objective RSO1.3. Strengthening sustainable growth and competitiveness of SMEs and creating jobs in SMEs, including through productive investments (ERDF).
